An advisory appointment of a specialist doctor in the consultative and diagnostic department of the Federal State Budgetary Institution "FCSSH" of the Ministry of Health of the Russian Federation (Astrakhan) (hereinafter referred to as the Center) within the framework of the compulsory medical insurance is carried out as planned.

An advisory appointment of a specialist doctor is carried out in the direction of the attending physician of an outpatient clinic, indicating the purpose of the consultation. The referral must be issued with a mandatory indication of the purpose of the consultation, contain the results of the examination, in accordance with the requirements of regulatory acts in the field of healthcare.

Patients can be referred to a consultation appointment of a specialist doctor to determine indications for specialized, including high–tech, medical care:

1. Child's birth certificate (under 14 years old) / passport.

Attention! The right of military personnel and persons equated to them in the organization of medical care, including family members, to receive free medical care is implemented in accordance with current regulatory legal acts, including Federal Law No. 76-FZ dated 05/27/1998 "On the Status of Military Personnel", Federal Law No. 3 "On Police" dated 02/07/2011, Decree of the Government of the Russian Federation dated 12/31/2004, Order of the Minister of Defense of the Russian Federation dated 02/15/2023 No. 68 “On determining the procedure for providing volunteer formations with weapons and military equipment, material and technical means and the order of food, clothing and other types of provision, medical care to citizens staying in them”

When referring a patient to a federal medical organization for specialized medical care, the attending physician determines the presence of one or more medical indications for the provision of specialized medical care provided for in paragraph 7 of the Procedure for sending insured persons to medical organizations approved by the Order of the Ministry of Health of the Russian Federation dated 12/23/2020
No.1363n:

a) atypical course of the disease and (or) lack of effect from the treatment;

b) the need to use treatment methods that are not performed in medical organizations operating in the field of compulsory medical insurance within the framework of the territorial compulsory medical insurance program;

c) high risk of surgical treatment due to the complicated course of the underlying disease or the presence of comorbid diseases;

d) the need to perform repeated surgical interventions in the cases provided for in subparagraphs "a" - "b" of this paragraph;

e) the need for additional examination in diagnostically difficult cases and (or) in cases of complex preoperative preparation in patients with complicated forms of the disease and (or) comorbid diseases for subsequent treatment;

f) the need for re-hospitalization on the recommendation of the federal medical organization.

When referring patients to a federal medical organization, the attending physician forms the following documents using information systems in the field of healthcare in the form of an electronic document, and if the medical organization does not have access to these information systems - on paper:

a) referral for hospitalization to a federal medical organization, which contains the following information:

last name, first name, patronymic (if available) and position of the attending physician, contact phone number (if available), e-mail address (if available).

When forming a referral for hospitalization in the form of a paper document, it must be written legibly or formed in printed form, certified by the personal signature of the attending physician, the personal signature of the head of the sending medical organization (authorized person), the seal of the sending medical organization.

The basis for hospitalization of a patient to a federal medical organization within the framework of the Program for the provision of specialized medical care is the decision of the medical Commission of the federal medical organization on the availability of medical indications for hospitalization, adopted on the basis of documents specified in subparagraphs "a" - "b" of paragraph 9 of the Procedure for sending insured persons
to medical organizations approved by the Order of the Ministry of Health of the Russian Federation dated 12/23/2020 No. 1363n "On approval of the procedure for sending insured persons to a medical organization, the functions and powers of the founders in respect of which are carried out by the Government of the Russian Federation or Federal Executive authorities, to provide medical care in accordance with the uniform requirements of the basic compulsory medical insurance program."

Waiting periods for scheduled medical care:

consultation of specialist doctors: 14 working days from the date of the patient's visit to the Center in order to receive an advisory service (in the direction of the attending physician)

When applying for a second consultation, patients should have a referral from the attending physician and a brief statement about the treatment performed.


Attention: In the absence of the above–mentioned research results, due to the need for further examination, or if there are expired results, the date of hospitalization will be postponed.


The right to extraordinary medical care is enjoyed by certain categories of citizens established by federal law (hereinafter referred to as preferential categories of citizens), if there are medical indications:
